General Division

The General Division of the Rock Island County Circuit Clerk’s Office processes filings in civil cases. These types of cases are listed below and are basically anything non-criminal. Most civil cases require a filing fee, which you can see a listing of those fees

We are pleased to offer public access computers for your convenience in our Self Represented Litigant room along with computers and scanners to efile documents, review a case file or request copies.

Civil case types are as followed:



Arbitration cases are filed in the General Division of the Circuit Clerk's Office. Arbitration cases are for money damages only ranging from $10,000 to $50,000. Arbitration cases have a specific Summons that must be used and you can download that form by going to our Court Forms Online link on the right hand side of this page and clicking on Arbitration Summons PDF Document. Arbitration cases must be scheduled at the time of filing and you must schedule them out at least 21 days, but not more than 40 days. Arbitration cases are always set on Fridays. Effective 12/22/2020 All eviction complaints must be accompanied by a certification form. This is to demonstrate that the plaintiff/landlord has provided each defendant/tenant with a form declaration made available by the Illinois Housing Development Authority (or similar declaration under penalty of perjury) prior to commencement of the residential eviction proceeding and either (1) has not received a qualifying declaration from any defendant/tenant that they are a “covered person” under the Governor’s Executive Order or (2) another stated exception to the Governor’s moratorium contained in the Executive order applies.

This is in effect until the Governor’s moratorium expires or further order of the Illinois Supreme Court.

To file an eviction, there are  forms available on our website. The Landlords Five Day Notice will need to be served before filing the Complaint.  When the Complaint is filed we will provide you with a court date to insert onto the Summons.  How the filer serves the Summons and Complaint is up to the filer. The Access to Justice Commission drafted the new Eviction Order in response to the changes in the law effective on January 1st, 2018. Specifically:

  1. The Forcible Entry and Detainer Act will be known as the Eviction Act (735 ILCS 5/9-101 et seq.);
  2. The Eviction Order form replaces the Order of Possession pursuant to the Eviction Act; and
  3. The Eviction Order form is mandatory and is the only form that can be used to award possession to a landlord pursuant to the Eviction Act (735 ILCS 5/9-109.6).

PROBATE - Notice to Guardian of Person 

As a newly appointed guardian of person, you are required to complete a training regarding your new responsibilities and file a certificate of completion of the training with the Clerk of the Court, within 1 year of the date your letters of guardianship are issued.
